Passive Skills basically increases your ability of attacking, defence, and many more. Passive skills when learnt will have a permanent effect on the performance of the character.
In order to learn passive skills, first you need to obtain enough Passive Skill Point (PS Point). Then Passive Skills can be learnt by talking to the Passive NPC in Hatrel Map.
After a character reaches level 100, each level up will gain you PS Points. Below shows a break down of how much point each level will earn you :
Level 101 - 160 : Per level up gains you 1 Passive Skill Point.
Level 160 - 161 : This level up gives you 10 Passive Skill Points
Level 161 - 162 : This level up gains you 11 Passive Skill Points
Level 162 - 163 : This level up gains you 12 Passive Skill Points
Level 163 - 164 : This level up gains you 13 Passive Skill Points
Level 164 - 165 : This level up gains you 14 Passive Skill Points
* You can open Skill Window by pressing "S", then select "Passive" Tab to see your PS Points.
Passive Skills can be learnt by talking to the NPC "Rameda" in Hatrel Map. To learn a Passive Skill, follow the steps given below :
Click on the Passive Skill NPC and select "Open NPC window".  
ThenYou will see the Passive Skill window as shown below. Select "Common" or "By Weapon Type" Tab. You can see some passive skills.
To learn a passive skill, click on the image of passive skill and a dialog window will be shown. Click "OK" to learn. 
* All passive skills need PS Points and Wooz. Player can view details of the requirements by moving mouse to the image of passive skill. Skill can be learnt, only if the character conforms to the requirements.
* You can open Skill Window by pressing "S", then select "Passive" Tab to see Passive Skill you learnt.

Type 1 : Common Passive Skill (Common passive skills can be learned by all 4 classes. )

Passive Skills you learnt can be reset at Passive Skill NPC. Resetting of passive skills will have a one time cost of 100k lore points.
